PURPOSE: The Staten Island Treatment Court will use grant funds to implement an adult
drug court in an urban jurisdiction. The court will serve 200 to 250 first-time felony and
multiple misdemeanor nonviolent offenders annually. The program will last approximately 12 to
18 months, and it will operate based on a post-adjudication model. The program will provide
intensive judicial supervision, sanctions and incentives, mandatory drug testing, and aftercare
services through the use of a 3-phase structure. The program's goals are to reduce recidivism of
drug addicted offenders, reduce the number of drug and drug-related crimes on Staten Island,
and enhance the quality of life in the community. The court has established relationships with
the NYS Unified Court System, various local substance abuse treatment providers, the
Richmond County Bar Defense Division, the probation department, law enforcement officials,
local hospitals, and the College of Staten Island, Community University of New York. The court
will conduct process and outcome evaluations, which will evaluate the court's operations and
impact on the surrounding community. The court will utilize the NYS Universal Treatment
Application, which allows the court to maintain a uniform database throughout the state, while
allowing flexibility to suit the needs of the local court.
