$337,500*
PURPOSE: York County will use grant funds to implement a juvenile drug court to serve
substance-abusing juvenile offenders and their families. The juvenile drug court will promote
public safety, while contributing to a reduction in the recidivism and substance abuse of
participating nonviolent juvenile offenders. The drug court will serve approximately 200 clients
in a 12 to 18 month post-adjudication program. The program will leverage judicially-imposed
incentives and sanctions to hold offenders accountable to themselves, their families, and their
community. The court will promote a strength-based approach, while providing early
identification, assessment, screening, referral, drug testing, and case management services.
Program services will include educational and vocational training, housing, mental/physical
health, substance abuse treatment, and family counseling services. The drug court will utilize a
client-based management information system, which will collect data, analyze outcomes, and
conduct post-treatment studies. York County will coordinate with state and local organizations
such as the Youth Council, Department of Juvenile Justice, the Catawba Family Center, State
Law Enforcement Division, and the York County School District.
