San Bernardino County Superior Court - Barstow

AWARD AMOUNT:

$489,352*

PURPOSE: The San Bernardino County Superior Court in Barstow will use grant funds to implement a drug court for nonviolent, substance-abusing male and female adult offenders. The post-adjudication drug court will serve 200 clients through a multi-phase formal treatment program lasting 12 months, followed by 6 months of post-graduation aftercare. The principal goals and objectives of the program are to: (1) reduce recidivism and substance abuse among clients; (2) reduce incarceration rates while protecting public safety; and (3) establish coordination among the entities involved in treatment, as well as other aspects of the program to foster an effective program evaluation component. Drug court services will include intensive judicial supervision, treatment, graduated sanctions and incentives, and frequent, mandatory drug testing. The drug court program will coordinate collateral services such as educational and employment services, primary and mental health care services, transportation and sober living assistance, family counseling, and community service. The San Bernardino County Superior Court in Barstow will utilize a drug court management information system for operational and evaluation purposes. An independent evaluator will conduct process and outcome evaluations to gauge program effectiveness. The grant recipient will coordinate the drug court effort with the following agencies or offices: the Office of the District Attorney, Law Office of the Public Defender, County Department of Behavioral Health, Alcohol and Drug Services, County Sheriff's Department, and California Coast University.
