Sabra Horne is the Director of the Office of Communications (OCOM) and is responsible for Congressional, public and intergovernmental affairs. Major initiatives within the office include making OJP information more accessible to the public, Congress, criminal justice researchers and state and local practitioners.

Prior to joining OJP, Ms. Horne worked for five years in the Office of the Director of National Intelligence (ODNI). She was responsible for improvements to Intelligence Community open source exploitation; greater contracting efficiencies of open source information; improved homeland security critical infrastructure threat and risk analysis; and coordination of unified collection and analysis intelligence strategy for cyber intelligence. She was the ODNI liaison to the National Maritime Intelligence Center, aided with its standup in the spring of 2009 and served as its Chief of Staff.

Prior to joining government, Ms. Horne worked for 18 years in higher education publishing, including serving as the senior executive editor for criminal justice at Thomson-Reuters. She holds a masters degree in public administration from Harvard's Kennedy School of Government and is a graduate of the College of Charleston.
