Sustainability and the development of capacity within any victim assistance organization are about more than just finding more money. Sustainable programs are programs that find and maintain collaborative relationships with other agencies, provide specific services that are needed—and not provided by others, are perceived as valuable community resources, and are part of the ever-changing and evolving community system.

“Capacity building” refers to activities that strengthen an organization so that it can better fulfill its mission. Resources that help support faith- and community-based victim service programs can be found under the following headings:

Federal Grants Related to Services for Victims Office for Victims of Crime (OVC) within the U.S. Department of Justice/Office of Justice Programs OVC Grants—Overview

VOCA Victim Assistance Formula Grants: Grants to states, that in turn provide subgrants to victim service organizations providing direct services to crime victims. Apply for these grants through the state Victims of Crime Act (VOCA) Assistance Administrator.

OVC Discretionary Grants: These grants primarily support demonstration projects or national scope training and technical assistance projects that improve services to crime victims, help victims participate in the criminal justice system, and increase public awareness of victim issues.

Current OVC Initiatives:

Helping Outreach Programs Expand (HOPE) Grant Program: This grant program provides $5,000 in funding to grassroots community-based and faith-based victim service organizations and coalitions to improve outreach and services to crime victims. Provides funding to programs that are not VOCA funded.

Competitive OVC Solicitations available in Fiscal Year (FY) 2006:

Children's Justice Act (CJA) Partnerships for Indian Communities: This grant program supports projects to improve the capacity of existing tribal systems to handle the investigation, prosecution, and overall handling of severe child abuse cases, particularly cases of child sexual abuse. Solicitation will be posted in November 2005.

Public Awareness in Underserved Communities:
This program provides grants to support local projects that raise the awareness of traditionally underserved populations about victims' rights and teach them how to access local services available to crime victims. Solicitation will be posted in February 2006.

    Tribal Victim Assistance (TVA) Discretionary Grants: Grants support the planning and implementation of programs to improve the ability of American Indian and Alaska Native communities to provide direct services to crime victims. Solicitation will be posted in February 2006.

Counseling for Crime Victims in Indian Country by Faith-Based Organizations Discretionary Grant Program: This project supports the provision of faith-based counseling services to victims of crime and supports the creation of collaborative models for local victim assistance programs to join with faith-based organizations, spiritual leaders, and traditional healers in tribal communities.
 
  Office of Juvenile Justice and Delinquency Prevention (OJJDP) OJJDP Formula Grants Program: Grants to states to support state and local delinquency prevention and intervention efforts and juvenile justice system improvements.
