1. DESCRIBE THE IMPACT THAT VOCA FUNDS HAVE HAD ON YOUR PROGRAM'S ABILITY TO MEET THE NEEDS OF CRIME
   VICTIMS.
These funds allow New York State to reimburse victims throughout the year.  Without the funding, there would not be sufficient funding to reimburse the victims, since fees and surcharges are inadequate to support the program.  In the absence of this Federal funding, New York State would have to reduce benefits to victims or stop paying victims.
 
2. HOW DO YOU MEASURE YOUR PROGRAM'S EFFICIENCY AND EFFECTIVENESS IN REDUCING THE FINANCIAL IMPACT
   OF CRIME ON VICTIMS? WHAT ARE THE RESULTS?
Our average processing time now stands at 117.7 days from claim received date to date of decision.  This time period represents all claims processed through investigators that received an original decision.  The calculation was derived through an automated process and not estimated.

   STATE'S ABILITY TO PROVIDE COMPENSATION OR IMPROVE VICTIM SERVICES.
The New York State Crime Victims Board does use VOCA administrative funds.  The funds support essential Crime Victims Board staff who perform critical investigative duties to process a claim and make an award recommendation to Board Members.  These staff also ensure timely payments to victims once a decision is rendered and for reimbursement of service costs to providers.  The current fiscal situation for the State of New York makes these positions even more valuable as all State agencies are required to minimize staffing resources.
