Please respond to the following questions additional 8x11 sheets may be attached if necessary 1. DESCRIBE THE IMPACT THAT VOCA FUNDS HAVE HAD ON YOUR PROGRAM'S ABILITY TO MEET THE NEEDS OF CRIME VICTIMS. VOCA funds, comprised approximately 17% of the program's total dollars paid to victims for this fiscal year. Based on average payments per claim, this equates to approximately 203 victims of crime. Over the past fiscal year the program was required to provide payments for all sexual assault examinations performed in Idaho. No additional funds were authorized by the legislation to assist the program in meeting this additional financial burden. Over the past year the program paid out approximately $104,287 for forensic sexual assault examinations, with only minimal reimbursement through the courts. Without VOCA funds to assist the program with these largely unreimbursed expenses, tho program. would have likely seen reductions in amount and variety of services available to crime victims in our state.2. HOW DO YOU MEASURE YOUR PROGRAM'S EFFICIENCY AND EFFECTIVENESS IN REDUCING THE FINANCIAL IMPACTH OF CRIME ON VICTIMS? WHAT ARE THE RESULTS? The program measures the following activities in determining effectiveness and efficiency in reducing the financial impact of crime on victims: Claim processing time. Just about every event dealing with processing a claim is measured, utilizing our automated system to generate statistical reports for any period of time needed. Our measurements are as minute as the average number of days needed to enter an application (date it was received by the program to when it was physically entered into tho data base) to larger measurements such as, the average time taken to make an eligibility decision (date the application was received by the program to the date an eligibility decision was made). All measurements are based on averages for all claims within that time frame. The following are, examples of some of out measurements: Measurement (description of measurement) Result A. Average time to enter an application 12 days (date application received to date entered into data base) B Average time for law enforcement and prosecutors to submit 42 days documentation. (date requested to date all documentation received) C. Average time, to make eligibility decision on application 63 days (date. application received to date eligibility decision made) D. Average time to make payment on an application 152 days (date application received to date of first payment) E. Average time to make payment after award of benefits 84 days (date of award of benefits to date of first payment) F. Utilization of compensation benefits 65% (awarded claims that actually utilized benefits)
