The grant moneys allowed the Board to process the large influx of claims from 9/11 and still maintain an ability to address the needs of the more than 2,000 non-9/11 claims received annually.

2. HOW DO YOU MEASURE YOUR PROGRAM'S EFFICIENCY AND EFFECTIVENESS IN REDUCING THE FINANCIAL IMPACTH OF CRIME ON VICTIMS? WHAT ARE THE RESULTS? The processing time is not measured through automated means because current software programs are not designed to provide and analyze the statistical information. Processing time is determined by comparing the number of open claims at the end of the evaluation period with number of claims processed during that period. For example, if there are 3,000 open claims and our annual claims processed stands at 3,000 applications, then it would take one year to address all the open claims in the following year. In general, however, efficiency is measured monthly by the number of claims processed in a particular month versus the number of claims received. The evaluation takes place on a monthly basis, but is measured in terms of quarterly claims processing activity.
