This 1990-91 annual report of the Louisiana Corrections Services reviews progress toward annual goals and presents statistics on the various operations of the department.
Abstract
One goal of the Corrections Services is the management of the State correctional system so as to eliminate the need for court supervision. Since June 1975 the State adult correctional system has operated under Federal court order with consent decrees that set maximum population capacities based on security and other staffing ratios, as well as compliance with life safety code standards. This goal has been pursued with implementation of the Governor's Corrections Plan, expansion of the institutional bed capacity of the adult system by an additional 1,020 beds, expansion of the secure care bed capacity of the juvenile system, endorsement of an agreement with the American Correctional Association to begin the accreditation process for David Wade Correctional Center, and implementation of an audit system for monitoring adult facility operations. Other goals have been to provide for public safety through the appropriate use of both custody and noncustody programs, increase efficiency and effectiveness through automation, and further professionalize the management of corrections operations. Corrections services are provided through Headquarters Administration, the Office of Adult Services, the Office of Youth Development, and Adult Probation and Parole.
