In 1991, police agencies in Slovenia recorded 42,250 criminal offenses, an increase of 10.2 percent over 1990 figures. Prosecutors received charges, supported by evidence of probable cause, against 28,899 suspects; the proportion of juvenile offenders continued to rise.
Abstract
Analysts have monitored changes in the pattern of crimes committed in Slovenia, characterized by increases in serious and violent crimes, serious property offenses, economic crimes, and drug- and weapons-related crimes. There were also factors indicating the possible emergence of organized crime. Special war crimes committed by the Yugoslav Army against Slovenia were a new aspect of crime in 1991. During the reporting period, police solved 22,939 crimes, for a clearance rate of 54.3 percent; the 1990 figure was 58.1 percent. The author attributes the decline in the clearance rate to changed law enforcement priorities as a result of Yugoslav aggression. 7 tables and 5 figures
