This report examines the impacts of socioeconomic changes on criminal justice systems and trends in crime and criminal justice worldwide and concludes that the United Nations should develop guidelines in several areas of policymaking.
Abstract
Population growth, migration, and social and economic changes will place increasing demands on criminal justice systems, particularly in urban areas. The criminal justice system influences and is influenced by the broader socioeconomic environment in several ways. In addition, goal conflict exists within criminal justice systems and within individual agencies. In these complex organizations, information flow is a critical factor in ensuring efficiency of operations. Criminal justice system reforms include institutional reforms and law reform. Guidelines should be developed regarding improved coordination of criminal justice agencies, the role of prosecution, technical assistance in the development of national databases for both administration and planning, the role of computers, and personnel training. 46 reference notes
