This manual is intended to help administrators of police and fire departments and other service agencies develop the best possible allocation, scheduling, and deployment of manpower to increase the agency's productivity.
Abstract
A necessary first step before computing a duty chart for deployment is to develop manning tables. One method for developing these tables is measuring various factors to distribute the workload evenly into police sectors, beats, or posts, based on historical statistics of police incidents and demands for police services by hours of the day, days of the week, and seasons of the year. The details of additional methods of developing the tables are explained. The use of 8.5-hour tours, 9-hour tours, 10-hour tours, and 12-hour tours is also explained. Instructions and tables cover steady tour charts, rotating tour charts, special purpose duty charts, scheduling a 4-day work week, and emergency duty charts. Included are examples from the New York City Police Department and the New York City Transit Police Department. A total of 37 references and an appendix presenting an example of an emergency duty operations order are provided.
