GUIDELINES FOR DEVELOPING AND CONDUCTING WEAPONS TRAINING PROGRAMS FOR PRIVATE SECURITY PERSONNEL ARE PRESENTED.
Abstract
A NATIONAL SURVEY INDICATING THAT NEARLY HALF OF ALL SECURITY GUARDS ARE ARMED WHILE LESS THAN 20 PERCENT RECEIVE TRAINING IN FIREARMS USE IS CITED. THE STATUS OF STATE LEGISLATION REQUIRING FIREARMS TRAINING FOR ARMED SECURITY GUARDS IS NOTED. IN AN OUTLINE OF THE GOALS OF A WEAPONS PROGRAM FOR SECURITY PERSONNEL, IT IS POINTED OUT THAT, IN ADDITION TO MARKSMANSHIP, SUCH PROGRAMS SHOULD BE CONCERNED WITH TEACHING THE BASICS OF WEAPONS AND THEIR USE, EXPLAINING THE LEGAL CONSIDERATIONS INVOLVED IN CARRYING A WEAPON, AND PROVIDING CONDITIONING THAT HELPS GUARDS RECOGNIZE SITUATIONS IN WHICH THEY SHOULD NOT USE THEIR WEAPONS. A TWO-PHASED PROGRAM THAT INCLUDES 24 HOURS OF FIREARMS TRAINING -- 6 IN THE CLASSROOM AND 18 ON THE FIRING RANGE -- IS DESCRIBED. TOPIC OUTLINES FOR THE PROGRAM, WHICH WAS RECOMMENDED BY A NATIONAL TASK FORCE, ARE PRESENTED. A THIRD PHASE, WHICH FOCUSES ON STRESS TRAINING, IS ALSO DESCRIBED. THE REQUIREMENTS FOR A FIREARMS TRAINING FACILITY -- INCLUDING THE CONSTRUCTION OF A FIRING RANGE -- ARE NOTED. THE OPTIONS OF EITHER BUILDING A RANGE OR LEASING SHOOTING TIME ON A RANGE OWNED BY A LOCAL LAW ENFORCEMENT AGENCY OR OTHER ORGANIZATION ARE POINTED OUT. (LKM)
