This article traces the background and then presents the text of the United Nations General Assembly Resolution 46/152 (adopted December 1991), which pertains to the creation of an effective United Nations crime prevention and criminal justice program.
Abstract
Resolution 46/152 was stimulated by the UN General Assembly's alarm at the scope of criminality internationally and by the dangers posed to the welfare of all nations by the rising incidence of crime generally and by the many forms of criminal activity that have international dimensions. A central feature of the resolution is the creation of an additional functional commission of the Economic and Social Council, to be known as the Commission on Crime Prevention and Criminal Justice. This is the body that will be responsible for setting priorities, ensuring implementation, and evaluating results. The first meeting of the Commission is scheduled to be held in Vienna, April 21-30, 1992. The principal purpose of the program to be administered by the Commission is to provide practical assistance to states in countering both national and transnational crime. One of the issues to which the Commission can be expected to give attention is implementation of the body of UN standards and guidelines that have developed under the aegis of the congresses on the prevention of crime and the treatment of offenders.
