              This annual report highlights the activities of the Hong Kong Commission of Correctional Services.
          Abstract
              The first section, on operations and institutional management, focuses on new initiatives in the rehabilitation of offenders in prisons, training and detention centers, referral to the young offender assessment panel, and drug addiction treatment centers. The chapter discusses educational and vocational training, physical education, medical and health services, psychological services, and discipline.  Welfare and postdischarge services provided by the Commission include halfway house programs, welfare services, religious services, Never Again Associations, the Society for the Rehabilitation of Offenders, and the Lok Heep Club. The chapter on personnel and training covers recruitment, departmental training, staff institute training, overseas seminars and conferences, staff relations and welfare, and professional organizations. The functions of the Inspectorate and Management Services are discussed separately. Another chapter describes the management of camps for Vietnamese refugees. The primary correctional service industries include laundry, garment making, construction and grounds maintenance, and carpentry. The final chapter deals with administrative and support services. 21 appendixes
