This implementation plan for 1985 describes how the New York State Division for Youth will translate its goals into action, the agency's major program and management issues, and the strategies for the provision of services to youth placed in residential care by the courts.
Abstract
The first section describes principal legislative mandates and policy goals. These include (1) planning, coordinating, and funding a statewide system of community youth services; (2) providing for care, treatment, and security of youth in custody; (3) encouraging the development of alternative services; (4) overseeing the State juvenile detention system; and (5) providing fiscal support and technical assistance for adjudicated youth in private residential agencies. The second section provides projections of future residential capacity needs and factors associated with these needs. The final section summarizes management and program issues and strategic objectives in the areas of residential capacity and costs, monitoring and oversight, facility safety and health, classification and evaluation, personnel, and management information systems. Also addressed are objectives related to aftercare, delinquency prevention, community services, youth unemployment and employment services, and educational and health services. Appendixes provide additional information on agency organization, programs, and financial structure and an organizational and regional directory. Tables.
