In 1991, the Institute on Black Chemical Abuse (IBCA) experienced substantial growth in four areas: facilities, personnel, program direction, and board of directors membership. The cornerstone of a 3-year strategic plan is an increased fiscal commitment to the continued development of the Technical Assistance Center, whose programs are designed for the delivery of culturally-specific chemical dependency training.
Abstract
This annual report contains statements from the chairman of the board and the executive director as well as sections detailing activities carried out by the IBCA in terms of counseling, intervention and aftercare, family assistance, and community education. The Technical Assistance Center has developed a national training and education project that will host 4 regional conferences in 1992. In addition, the Center has begun work on a series of professional manuals dealing with chemical dependency among African Americans. Counseling is provided through individual and family counseling, the Family Violence Program, the Co- Dependency Program, and outpatient treatment services. The assessment/intervention program helps African American adults and adolescents understand their chemical abuse and its effects and take steps to treat their addiction. Well- designed aftercare programs give clients the community-based support they need to enhance the development of long-term sobriety. The Family Preservation Team consists of four service programs: home-based services, a residential treatment program, Project Re-Connect, and Families First. In 1991, the Community Education Resources and Training (CERT) program focused on its Church, Corrections, Community Connection Project, a program designed to help young people feel more vested in their community and to instill a sense of responsibility for their actions.
