This manual, developed by the Organized Crime Committee of the International Association of Chiefs of Police, presents standards for policy on collecting, analyzing, using, retaining, retrieving, disseminating, and auditing criminal intelligence information.
Abstract
After discussing police management issues in intelligence gathering, including personnel selection, the manual presents standards for gathering intelligence information. Standards cover covert techniques, use of undercover agents, moving and fixed physical surveillance, and electronic surveillance. Overt intelligence gathering methods are briefly delineated. Standards for reporting intelligence information address basic principles of good report writing, oral reports, information processing (collation, indexing, filing, storage, and retrieval), and an inquiry log. Standards for analyzing intelligence information cover its importance for controlling organized crime and its use in police tactics, strategy, and investigation. Methods for conducting and presenting intelligence analyses cover the review of intelligence and investigative reports as well as oral and written reports of intelligence analysis. Appendixes contain the Freedom of Information and Privacy Acts, examples of dissemination policy, and an example of audit and purge policy. Subject index and a 16-item bibliography.
