As a step in the development of a comprehensive strategic plan for training, education, and development of police personnel in Ontario, Canada, this report presents the results of a survey of police training in other jurisdictions.
Abstract
The survey aimed to determine what is happening in police education and training in other jurisdictions and how their systems work; current issues in training, future issues, and how the jurisdictions plan to meet them; and whether or not the jurisdictions are doing anything that might guide the development of police education and training in Ontario. The interviewers used standardized questionnaires to ensure that the same information would be obtained from each jurisdiction for comparison purposes. Staff constructed the questionnaires to obtain information on recruit training, senior constable training, management training, specialist training, funding, policing issues of the future, training needs of the future, and unique approaches to training. Jurisdictions were selected for review based on their implementation of community policing; innovative training practices, education, and development system; and similarity to Ontario in having a cross-section of small, medium, and large police agencies. The jurisdictions selected are in Canada, the United States, France, Germany, Great Britain, the Netherlands, and Sweden. The major sections in the summary of each jurisdiction are an overview of the jurisdiction, the training system, funding, and training needs.
