The discussion proposes that crime is due to weaknesses in the development of society rather than a direct function of development itself and identifies Bulgaria's efforts to develop a strategy and approaches to prevent it.
Abstract
No organized crime, the gravest form of crime, exists as yet in the People's Republic of Bulgaria, most likely because objective conditions in terms of the country's development are not yet in place. Bulgaria is aware, however, that contacts with other states will accelerate the country's general development and make it vulnerable to becoming a new territory of organized crime; it is taking some serious measures, including waging a battle against illicit drug trafficking. Bulgaria also has identified the need to take measures to respond to the crimes of negligence resulting from the uncontrolled use of the achievements of scientific and technical progress: pollution of the atmosphere, the soil, and the waters. The objective of Bulgaria's Unified Program designed to combat crimes, other violations, and antisocial manifestations has been fulfilled and, consequently, several crime prevention mechanisms have been implemented.
