Abstract
The primary aim of shelter care in the United States is to provide an alternative to secure detention for youths who cannot remain in their homes while awaiting court hearings, the development of plans to return home, or long-term placement. An overview of the development and capabilities of shelter care focuses on needs met by such a program, client profile, and services provided. Guidance for planning shelter care services encompasses organizing for planning, assessing needs, obtaining public input, establishing policy and developing a plan, implementing the plan, and establishing a monitoring system. The discussion of programs covers essential, supplementary, and specialized services. Guidance in personnel administration addresses job descriptions, personnel policies, hiring, orientation, training, and the prevention of staff burnout.
