This 1991 course was held in The Netherlands to promote police professionalization in European countries and to exchange ideas on international police cooperation.
Abstract
General presentations focused on restructuring the Dutch police, police force management (self-management and accountability), police force organization (regionalization and Europeanization), and police training and the European Police Institute. Country presentations incorporated Belgium, Denmark, Germany, Great Britain and Northern Ireland, Greece and Cyprus, Ireland, Spain, and The Netherlands. Particular attention was paid to the demilitarization of Belgium's gendarmerie and the Belgian judicial police; Danish police organization and equipment; police training and organized crime in Germany; the United Kingdom's Home Office National Technical Support Unit, a technical center of excellence for police forces in England and Wales; and police cooperation and integration within the European Community. Discussions also looked at Northern Ireland's Royal Constabulary, Greece's Hellenic Police, the Cyprus Police Academy, policing innovations and developments in Ireland (neighborhood policing), Spain's Autonomous Police Force of Catalonia/Mossos d'Esquadra, the Spanish Civil Guard, and the organization and goals of The Netherlands Police. Seminar reports considered police management (contract and human resources management), police services marketing, and whether a European police organization is viable. Tables and figures
