This article identifies and discusses six trends related to security for automatic teller machines (ATM's).
Abstract
ATM security legislation is one of the major trends facing ATM security in the '90's. The most recent sign of this trend is a proposed New York City ordinance that would extend the power of local government to regulate security in a banking enterprise far beyond what any Federal banking regulation currently requires for ATM security. A second trend is the expansion of quantifiable data about ATM-related offenses. ATM-related surveys have provided important data on the incidence and characteristics of ATM crime. A third trend is the expanded use of litigation in ATM customer robberies in which victim injury occurs. In 1989, 11 percent of ATM incidents reported to bank security involved litigation, with the largest settlement to date being $1 million. A fourth trend is improved security at and around on-premises, vestibule-protected, and off-premises ATM's. This trend will likely involve physical security devices, operational policies and procedures, and customer safety education. The two remaining trends are new threats to ATM customers, ATM service teams, and ATM's themselves as well as continued and expanded cooperation between public law enforcement and private security officials in countering ATM-related crime.
