?????? JUSTICE DEPARTMENT GRANTS TO HELP TRIBAL COMMUNITIES

??????????????? COMBAT JUVENILE CRIME AND DRUG ABUSE

??????? Additional Grants to Help Improve Tribal Youth Mental Health Services

WASHINGTON, D.C. -- Thirty-eight American Indian and Alaskan Native tribal communities will receive nearly $8 million in grants to help prevent and control youth violence and substance abuse, the Justice Department?s Office of Juvenile Justice and Delinquency Prevention (OJJDP) announced today.? The Tribal Youth Program will support accountability-based sanctions, training for juvenile court judges, strengthening family bonds, substance abuse counseling and other programs.

OJJDP also announced that an additional six American Indian and Alaskan Native tribal communities will share nearly $1 million in grants to improve mental health services for tribal at-risk youth and juvenile offenders.? The Tribal Youth Program Mental Health Initiative awards will support services in homes, schools and the juvenile justice system.

?These grants illustrate our continued commitment to address youth violence in Indian country,? said OJJDP Acting Administrator John J. Wilson.? ?Mental health services are important both in helping to prevent delinquency and in effectively treating juvenile offenders.?

Tribal Youth Program funds may be used for activities involving juvenile crime and victimization prevention; interventions for tribal youth in the juvenile justice system; juvenile justice system improvements; and substance abuse prevention.

OJJDP selected the 38 grantees through a competitive review process from a pool of 69 applicants. Awards range from $73,352 to $498,475 depending on the tribal service population, and are for a three-year period. With OJJDP funding, American Indian Development Associates will provide training and technical assistance to the grantees.? Some grantees will participate in a national evaluation.

The Tribal Youth Program was created through the Omnibus Consolidated Appropriations Act for 1999, P.L. 105-277.? The program is part of a joint Justice Department and Interior Department Indian Country Law Enforcement Improvement Initiative.

Tribal Youth Program Mental Health Initiative funds may be used for the same purposes as Tribal Youth Program funds, but the projects must have a significant mental health component.? Projects can include diagnostic screening and psychological treatment of juvenile offenders, mental health training for juvenile justice professionals and increased coordination

between existing mental health and substance abuse treatment programs.? Prevention-related projects can include anger management and family counseling.

The Tribal Youth Program Mental Health Initiative was created through the Omnibus Consolidated Appropriations Act for 2000, P.L. 106-113 as a supplement to the Tribal Youth Program.? The initiative is part of the Mental Health and Community Safety Initiative for

American Indian/Alaskan Native Children Youth and Families, a joint effort of the Departments of Justice, Health and Human Services, Interior and Education.

?????? OJJDP selected the 6 grantees through a competitive review process from a pool of 21 applicants.? Awards range from $75,000 to $300,000.?

?Attached is a list of Tribal Youth Program grants and Tribal Youth Mental Health Initiative grants.? Copies of the Tribal Youth Program fact sheet, as well as information about other OJJDP publications, programs and conferences, are available through the OJJDP Website at ojjdp.ncjrs.org and from OJJDP's Juvenile Justice Clearinghouse, Box 6000, Rockville, Maryland 20857.
