JUSTICE DEPARTMENT INVESTS ALMOST $7 BILLION IN FY 2003
FOR STATE AND LOCAL CRIME FIGHTING INITIATIVES
WASHINGTON, D.C. States and communities nationwide received more than $6.9 billion from the Department of Justice (DOJ) in fiscal 2003 to support key Department goals such as fighting terrorism, assisting victims of crime, targeting juvenile crime and drug abuse, assisting communities, and improving the criminal justice system.
"Investing in the public safety of our communities is a priority that continues to reap positive results," said Attorney General John Ashcroft. "Violent crime has dropped to a 30-year low, and the Justice Department is working hard to ensure our nation's law enforcement community has the funds it needs to improve public safety for all Americans."
The largest category of funding was for law enforcement at $2.82 billion, followed by counterterrorism initiatives at $2.7 billion. Other funding categories included over $693 million for victims of crime, $495 million for juvenile justice, more than $116.6 million for substance abuse initiatives, and $67.8 million for community-based assistance. The Justice Department awarded states and territories $1.52 billion more in fiscal year 2003 than in fiscal year 2002. The majority of states received increased funding. Because many of the larger grants are based on population, heavily populated states receive more funding than those with less population. The funding report also includes discretionary grants that are awarded competitively to communities or non-profit agencies, including faith-based organizations.
Most of the funds were distributed through the Department's Office of Justice Programs (OJP) or the Community Oriented Policing Services (COPS) Office. OJP provides federal leadership in developing the nation's capacity to prevent and control crime, administer justice, and assist victims. The COPS Office provides grant and technical assistance resources to state and local law enforcement agencies.
Law Enforcement
About 40 percent, or $2.82 billion, of the total amount was awarded for initiatives such as hiring and training police officers, training emergency first responders, and purchasing equipment. Funds awarded by the Community Oriented Policing Services (COPS) Office are included in this category. The COPS Office provides grant funding to advance community policing in jurisdictions across the country.
Counterterrorism
Counterterrorism initiatives received $2.78 billion for training emergency first responders and purchasing equipment, as well as research and development of counterterrorism technology. The bulk of these funds were distributed by the Office for Domestic Preparedness, which was a component agency of OJP for much of fiscal 2003 and is now part of the Department of Homeland Security.
Support for Victims
More than $693 million went to support services for crime victims. The Office for Victims of Crime and the Office on Violence Against Women awarded most of the funding in this category to provide compensation and assistance for crime victims and to combat domestic violence and sexual assault.
Juvenile Justice
Juvenile justice activities received more than $656 million for a wide range of programs, including delinquency prevention programs such as mentoring and reducing gang violence.
Substance Abuse
More than $116.6 million was targeted to reduce substance abuse. Funds were awarded for interdiction and enforcement efforts, as well as prevention and drug treatment programs, including drug courts.
Community Assistance Through Weed and Seed
Much of the community-based category funding, $67.8 million last year, is provided through the Weed and Seed program. Weed and Seed is a strategy that aims to prevent, control and reduce violent crime, drug abuse and gang activity in targeted high-crime neighborhoods.
The Department report lists specific grantees in each state, by city, within six functional areas and summary provides information for each city.
