Girls Study Group 
      Notice of Deadline Change and Clarification of Issues 

The following changes needed to be taken into consideration in the development and submission of
applications for the Girls Study Group:

Deadline
Deadline for submission of applications into the Office of Justice Programs Grant Management System
(GMS) for the Girls Study Group closes at 5:00 p.m. Eastern Standard Time on TUESDAY,
September 23, 2003. 

Evaluation Criteria
Disregard the point distributions for the grant application evaluation criteria listed on page 7 under
Program Narrative (Attachment #2). The point values to be applied by peer reviewers in their
review of the application program narrative total 90 points and should coincide with distribution found
on pages 14 - 16 of the Program Announcement, as follows. Issues to Be Addressed—15 points;
Goals and Objectives—15 points; Project Design—35 points; and, Management and Organizational
Capability 25 points. Budget remains at 10 points. 

Award Period and Amount
The project will be funded in two phases. The initial award will be for up to $600,000 for the first 12-
month period (Phase 1) to carry out tasks I - III (See pages 6-8) . Phase 2, the second award, for up
to $2 million, will support the completion of tasks IV - VII, inclusive of project products. Recognizing
that there may be some lag time, particularly related to the design, selection, and funding of model
programs at the local level, OJJDP will consider extending the project period beyond the originally
planned 24-month period to accommodate potential delays that are beyond the control of the grantee,
but necessary for the successful completion of project objectives. For purposes of developing an
application, applicants must describe and budget for those activities and expenses for which they are
responsible and provide an estimated time line for completion of activities. Any proposed extension of
the project period must be reasonable and clearly justified in terms of the achievement of the stated
goals and objectives of the project. Further, any extension must not exceed the anticipated award
amount for Phase 2.

Project Start Date
For purposes of budgeting only, applicants should anticipate a start date of January 5, 2004.
