Simple Answer: Procurement policies are outside the scope of BVP More Detailed Answer: The online vest application contains information about each agency's vest needs; but agencies do not order vests through this program. The actual purchase is handled through the agency's normal procurement process independent of the BVP Program. Purchasing from the lowest bidder and other requirements which may comprise agency procurement policy must be followed, documented, and maintained on file for future audit purposes.
