Answer: FY 2006 BVP funds may not be used to reimburse the cost of vests ordered prior to April 1, 2006. Prior year BVP awards may be used to purchase any vest, as long as the vest meets current NIJ standards on the day it is ordered and the BVP share does not exceed 50 percent of the total cost of the vest.
