PROGRAM IS DESIGNED TO PROVIDE ALLEGED OFFENDERS WITH INTENSIVE PRE-ADJUDICATION SUPPORTIVE SERVICES AS AN ALTERNATIVE TO TRADITIONAL PROCESSING.
Abstract
THE PROJECT IS BEING CONDUCTED IN THE FOLLOWING PLACES ATLANTA, BALTIMORE, BOSTON, CALIFORNIA BAY AREA (ALAMEDA, SONOMA, AND SANTA CLARA COUNTIES), CLEVELAND, MINNEAPOLIS AND SAN ANTONIO. THE SAME REPORT FORMAT IS USED FOR EACH OF THE SEVEN SITES AS WELL AS A PROGRAM SUMMARY WHICH CONSIDERS ALL SITES COLLECTIVELY. EACH PROJECT SUMMARY IS DIVIDED INTO THE FOLLOWING CATEGORIES - GENERAL CHARACTERISTICS OF PARTICIPANT AND CONTROL POPULATIONS, GENERAL PROJECT SERVICES, EMPLOYMENT SERVICES, TRAINING AND EDUCATIONAL SERVICES, REARRESTS AND DISPOSITIONS, AND ANNOTATED TABLES. NUMEROUS TABLES OF DATA ACCOMPANY THE DISCUSSIONS. EMPHASIS IN THE EVALUATIONS IS ON MEASURING THE IMPACT OF DIVERSION IN TERMS OF THE INCREASED EMPLOYABILITY AND REDUCED RECIDIVISM OF PROGRAM PARTICIPANTS AS WELL AS ITS INFLUENCE ON LOCAL COURT OPERATIONS. APPENDED MATERIAL INCLUDES FORMS USED IN THE GATHERING OF INFORMATION AND CHARTS INDICATING CODING CONVENTIONS.
