This report from the Iowa Department of Human Rights presents the results of a study that examined the effectiveness of domestic abuse protective orders and court practices in the sentencing of domestic violence offenders.
Abstract
The study found that during the study period, domestic violence offenders had a violation rate of 16 percent for protective and no contact orders, and a conviction rate for subsequent domestic abuse offenses of 15.6 percent. The study also found variations among conviction rates and type of conviction, criminal versus civil, among the State's judicial districts. This report from the Iowa Department of Human Rights, presents the results of a study that examined the effectiveness of domestic abuse protective orders and court practices in the sentencing of domestic violence offenders. Data for the study were obtained from two sources: a survey of county attorneys and judges to identify variations among the State's judicial districts, and a sample (n=768) of individuals who were defendants with protective orders and/or no contact orders in place during the 6-month period from January 2009 through June 2009.
