Abstract
DISTURBANCES WERE STUDIED IN SEVEN CITIES - 1) CORVALLIS, OREGON, 2) ITHACA, NEW YORK, 3) DURHAM, NORTH CAROLINA 4) ATLANTA, GEORGIA, 5) CINCINNATI, OHIO, 6) ANAHEIM, CALIFORNIA, AND 7) LOS ANGELES, CALIFORNIA. THREE WERE COLLEGE PROTESTS. TWO WERE CIVIL RIGHTS ORIENTED AND TWO WERE PROTESTS AGAINST GOVERNMENT POLICIES AND ACTIONS. COMMAND AND CONTROL EFFECTIVENESS CAN BE MEASURED BY THE EXTENT CONTROL IS MAINTAINED OR BY THE NUMBER OF DEATHS AND INJURIES AND THE AMOUNT OF PROPERTY DAMAGE, IF CONTROL IS LOST. THERE ARE SEVENTEEN RECOMMENDATIONS FOR PROCEDURES, METHODS, AND TECHNIQUES IN THE AREA OF PLANNING, TRAINING, AND OPERATIONS.
