This bulletin examines the Interstate Compact on the Placement of Children (ICPC) that coordinates the movement of children across State lines for placement in foster care, adoptive homes, group homes, residential treatment centers, or on a trial basis with a parent or a relative.
Abstract
During the 1950s, a group of social service administrators initiated an informal examination of issues affecting children who were placed out-of-State for foster care and adoption. As a result of this examination, the Interstate Compact on the Placement of Children (ICPC) was drafted to ensure that these children were afforded the same protections as those placed in foster care or adoption in-State. By 1990, the ICPC had been ratified and adopted by all 50 States. In 1974, the Association of Administrators of the Interstate Compact on the Placement of Children was established and given authority to develop rules and regulations to carry out more effectively the terms and conditions of the ICPC. This document examines the recent changes that have been made to the ICPC at both the Federal and State levels, with a specific look at changes made by the State of Ohio. Detailed information is provided on the progress made by the State of Ohio to improve the services under the ICPC. Tables and endnotes
