This report outlines the components of terrorism risk assessment and management.
Abstract
In today's climate of terror, it is essential that law enforcement agencies engage in constant risk assessment and management. This report examines the essential components of risk assessment and management and presents protocols to calculate criticality, threat, vulnerability, and risk. The components of risk assessment and management include the sequential tasks of taking a critical infrastructure and key asset inventory, conducting a criticality assessment, conducting a threat assessment, conducting a vulnerability assessment, conducting a risk calculation, and identifying countermeasures. Each step is discussed in turn and a case study is presented to illustrate the process. The report also helps identify the infrastructure that is crucial to protect, including agriculture, banking and finance, and energy. Appendixes, references, bibliography
