The Juvenile Accountability Incentive Block Grants (JAIBG) program provides assistance in building or expanding juvenile correction and detention facilities and in training correctional staff. Information is offered in the areas of construction decisions, master planning, facility development, and training.
Abstract
The JAIBG program, funded in 1998, was initiated on the basis that young people who violate the law need to be held accountable for their offenses. JAIBG funds may be used to develop programs in any of 12 program purpose areas established by Congress. The first of these areas is building, expanding, renovating, or operating temporary or permanent juvenile correction or detention facilities, including personnel training. Prior to the decision to construct, jurisdictions have several issues to review. They must complete a master plan, determine what type of facility will best meet their needs and expectations, and than reach the decision to construct. Resources are identified that inform practitioners, policymakers, and the public in the development and implementation of best practices in the areas of juvenile facility construction, operations, and staff training.
