Applying lessons learned and best practices from 2 years of programming and evaluation with law enforcement and local government agencies regarding community-based Countering Violent Extremism (CVE) programming, this is the Instructor’s Manual and User’s Guide for “Developing a Community-led Approach to Countering Violent Extremism (CVE).”

Abstract

The instruction has the following goals: 1) Building positive and collaborative relationships with diverse Muslim communities; 2) Understanding the potential risk factors of radicalization and mobilization to violent extremism; and 3) Creating a community-led engagement model to counter violent extremism. The curriculum is divided into three interactive modules that can be taught separately as “stand-alone” units of instruction or as a curriculum in multi-day training. The content of this manual is presented as teaching notes, which can also be read aloud. Facilitator notes are italicized, and other action items are highlighted. The end of each module contains a summary of key lessons learned; group activities and role-playing exercises that facilitate participants interacting with content in meaningful ways; handouts that summarize module content and recommend relevant resources; and guidance for implementing module lessons.
