Drone as First Responder (DFR) programs are an emerging model in public safety where prepositioned drones are deployed to immediately respond to certain calls for service, providing aerial situational awareness often before officers arrive on scene. This report defines DFR programs and their typical workflows, highlights key technologies used, and discusses technical, operational, and governance considerations for implementation.
