Abstract
On December 21, 2018, President Trump signed into law the First Step Act (FSA) of 2018 (P.L. 115- 391). The act was the culmination of a bi-partisan effort to improve criminal justice outcomes, as well as to reduce the size of the Federal prison population while also creating mechanisms to maintain public safety. The U.S. Department of Justice is directed to report to Congress, within 90 days of enactment of this act, and every 90 days thereafter, on all actions and expenditures to implement the FSA, including activities, expenditures and resource requirements to develop, implement, review, validate, and maintain the risk and needs assessment and to evaluate and provide evidence-based recidivism reduction programs and productive activities.
