The LACS is intended to be used by states, municipalities, or other jurisdictions to assess levels and trends in public safety. The LACS is modeled in part after the National Crime Victimization Survey (NCVS), which is the nation's primary source of information on crime victimization, whether or not reported to police. This kit describes the development of the LACS, the kinds of estimates supported by the LACS, and how to use this kit.
