This 2017 Annual Report (October 1, 2016 - September 30, 2017) of the National Motor Vehicle Title Information System (NMVTIS) presents its activities and accomplishments during the year, as well as the program's revenue and expenses, as required under the federal Anti Car Theft Act of 1993.
Abstract
The purpose of the NMVTIS is to protect states and individual and commercial consumers from vehicle-related fraud and provide consumers with protection from unsafe vehicles, as well as reduce the use of stolen vehicles for illicit purposes, including the funding of criminal enterprises. This Annual Report shows that the NMVTIS has continued progress in all four of its program areas; namely, the State Program; Junk Yard, Salvage Yard, and Insurance Carrier Reporting Program (JSI); Consumer Access Program; and Law Enforcement Access Program. Achievements in each of these program areas are listed. Stakeholders continued to report improved data quality resulting from increased compliance and awareness efforts, along with more strict state reporting requirements for JSI entities. The American Association of Motor Vehicle Administrators (AAMVA) and the Bureau of Justice Assistance (BJA) collaborated to improve the functioning of and access to the system in all program areas. Responsibilities and achievements are reported for key NMVTIS stakeholders, which include the Department of Justice, the NMVTIS Advisory Board, the AAMVA, data consolidators, states, consumers, approved NMVTIS data providers law enforcement, and JSI entities. Other sections of the report address financial reports and future plans. 5 exhibits and appended online listings for and access to various NMVTIS resources
