The Oasis technique was developed by the Oasis Institute, a private nonprofit research, education, and training organization that provides technical assistance to local government agencies and conducts workshops and seminars. The Oasis technique is a comprehensive approach that includes systematically analyzing the problems causing neighborhood decay, building a coalition and fostering collaboration among agencies and citizens, focusing services to reverse neighborhood deterioration, and identifying committed and helpful residents to create 'oasis' in the neighborhood. The technique is implemented in four stages: 1) selecting the target neighborhood, 2) organizing and orienting the facilitators and implementors, 3) collecting the data, and 4) evaluating the data. The Oasis technique relies heavily on the efforts of the local police department for success.
