Annotation
After an overview of the major accomplishments of the Office of
Juvenile Justice and Delinquency Prevention (OJJDP) in 1999, this
1999 OJJDP Annual Report describes delinquency prevention and
intervention programs, programs that specifically address school
violence, efforts to strengthen the juvenile justice system,
programs designed to reduce the victimization of children, the
enhancement of public safety and law enforcement, and
comprehensive community-based initiatives.
Abstract
The Comprehensive Strategy for Serious, Violent, and Chronic
Juvenile Offenders continued to guide much of OJJDP's work during
fiscal year 1999. This is a research-based framework that calls
for addressing juvenile delinquency and crime by using
community-based prevention programs that reduce risk factors and
provide buffering protective factors. Tenets of the Comprehensive
Strategy run through many of the programs OJJDP supported in
fiscal year 1999, programs designed to help communities prevent
delinquency, address school violence, strengthen the juvenile
justice system, reduce the victimization of children, improve and
support law enforcement efforts, and develop comprehensive
strategies. Among the many accomplishments of OJJDP during fiscal
year 1999 were the implementation of two major new programs. The
Safe Schools/Healthy Students Initiative, a joint effort with the
U.S. Department of Education and the U.S. Department of Health and Human Services, is
helping 54 communities implement community-wide programs to make
their schools safe and drug-free and to promote healthy childhood
development. The Tribal Youth Program is helping 34 American
Indian and Alaska Native tribal communities develop programs to
prevent and control youth violence and substance abuse. Appended
