This memorandum describes a methodology for converting the National Crime Survey (NCS) Quarterly Collection files to longitudinal files. To implement this methodology, a special program to convert the quarterly collection files to ASCII files can be run on a VAX 11/780.
The document discusses the logical and physical structures of the Public Use Files and explains hierarchical to longitudinal reorganization. Examples are included, and the conversion program is appended.
