This interview with Aaron D. Kennard, Executive Director of the National Sheriffs' Association, focuses on his view of cell phones in jails and prisons.
Abstract
His general view on this issue is that cell phones in jails and prisons are a serious threat to the security of the inmates as well as to the workers and custodians. It is also a means for inmates to conduct illegal activities that may occur outside the jail, including the intimidation of witnesses. Cell phones can be disassembled and be easily smuggled into jails and prisons. Issues that must be addressed are the effectiveness of technologies that locate and jam or shield cell phones from transmission from inside jails and prisons.
