This report to Congress lays out details about the fiscal year 2021 Victims of Child Abuse Act programs, with further information about reporting requirements and funding allocation, as well as details about how rural and urban populations are served through the Act.

Abstract

This report provides an introduction and overview of the Victims of Child Abuse Act (VOCA) programs, including: Children’s Advocacy Centers (CACs) Membership and Accreditation; Regional Children’s Advocacy Centers (RCAC); National Subgrant Program; Training and Technical Assistance for Child Abuse Professionals; and Training and Technical Assistance for Child Abuse Prosecutors. It also provides reporting requirements, with a summary of the Office of Juvenile Justice and Delinquency Prevention (OJJDP) efforts to monitor and evaluate the RCAC program activities; and the method by which amounts are allocated to grantees and subgrantees under this subchapter, including local CACs, state chapters, and RCACs. The report includes a chart outlining a history of funding amounts for each VOCA program, and lays out the steps taken to minimize duplication and overlap in the awarding of amounts under that subchapter. It also provides an analysis of the extent to which both rural and urban populations are served under the RCAC program.
