Abstract
AN OVERVIEW OF THE MEDICAL PRESCRIPTION ABUSE PROGRAM PRECEDES DESCRIPTIONS OF THE CHICAGO AND DOWNSTATE INVESTIGATIONS. AGENTS MADE EVIDENTIAL PURCHASES OF MANY PRESCRIPTIONS FROM DOCTORS WITHOUT ACCOMPANYING PHYSICAL EXAMINATIONS. PUBLIC HEARINGS CONCERNING THE INVESTIGATIONS ARE SYNOPSIZED. THE REPORT CONCLUDES WITH LEGISLATIVE RECOMMENDATIONS THAT APPEAR IN THE APPENDIX AS PROPOSED AMENDMENTS TO THE CONTROLLED SUBSTANCES ACT.
