This 1993 annual report of the West Virginia Crime Victims Compensation Fund provides statistics and information on claims, awards, expenses, and relevant statute changes.
Abstract
Awarded claims for noneconomic loss due to violent crimes are summarized. Twenty-eight such awards were granted for reasons that included medical expenses, pain and suffering, and sorrow and mental anguish. A statement of withdrawals for fiscal year 1992-93 encompasses administrative costs; compensation for judges commissioners, and personnel; and attorney fees. A chart shows monthly amounts collected for the fund for each year from 1990 through 1993. Information on Federal grants for the fund includes grant number, year (1986-94), and amount awarded. Another chart shows the number of claims granted between October 1 and September 30 for each fiscal year from 1982 through 1993. Similar charts portray the percentage of total claims filed for each county for fiscal years 1991-93. Other statistics present the number of awards for fiscal years 1991-93 for the following offenses: assault, homicide, adult sexual assault, child sexual abuse, child physical abuse, spouse abuse, drunk driving, "other violent crime," and "other crime." The percentage of total awards is shown for the following expenses: medical services, mental health costs, economic loss, funeral costs, and noneconomic loss. Other charts show the average amount paid per claim, changes in the Crime Victims Compensation Act, and the number of denied claims for each of 12 reasons. An organizational chart for the West Virginia Court of Claims is presented.
