DESCRIPTION OF THE EVALUATION STRUCTURE AND METHODOLOGY OF THE ATLANTA IMPACT PROGRAM TO JUSTIFY A BUDGET FOR THE FISCAL SUPPORT OF THE PROGRAM'S EVALUATION COMPONENT AND PROVIDE GUIDANCE AT THE INDIVIDUAL PROJECT LEVEL.
Abstract
TO ACCOMPLISH THESE GOALS, THE PLAN IS DIVIDED INTO THREE MAJOR SECTIONS - PROGRAM EVALUATION, PROJECT EVALUATION, AND MANAGEMENT OF EVALUATION. AN EVALUATION PLAN OVERVIEW SECTION DEFINES EVALUATION AND OTHER KEY TERMS AND OUTLINES THE REASONS FOR CONDUCTING THEM AND LIMITATIONS ON DATA. THE SECOND SECTION EXPLAINS AND ILLUSTRATES THE APPROACH TO EVALUATION TO BE USED AT THE INDIVIDUAL PROJECT LEVEL BY DETAILING THE METHODOLOGY IN A STEP-BY-STEP FASHION AND APPLYING IT TO AN ACTUAL PROJECT. THE PROGRAM EVALUATION SECTION DETAILS THE METHODOLOGY AT THE PROGRAM LEVEL. THE SECTION DEALING WITH EVALUATION MANAGEMENT DESCRIBES THE ACTIVITIES INVOLVED IN IT AND SPECIFIES THE WAYS IN WHICH THESE ACTIVITIES ARE TO BE ACCOMPLISHED. ANOTHER SECTION ON BUDGETARY CONSIDERATIONS FOR THE COMPONENT IS INCLUDED. APPENDIXES CONTAIN AN OUTLINE OF BROAD STEPS IN THE EVALUATION PROCESS, PROJECT MONITORING/EVALUATION FORMS, DATA FROM THE ATLANTA POLICE DEPARTMENT OVERTIME PROJECT, AND COPIES OF GRANT APPLICATIONS FROM ATLANTA AND FULTON COUNTY (GA).
