Findings and methodology are presented for the U.S. Justice Department's Office of the Inspector General's audit of the Office for Victims of Crime's (OVC's) grants awarded to the Delaware Criminal Justice Council (CJC) in Wilmington, DE, for enhancements to crime victim services in Delaware.
The audit's objective was to determine whether costs claimed under the grants were allowable, supported, and in accordance with applicable laws, regulations, guidelines, and terms and conditions. This was done by examining CJC's accounting records, financial and performance reports, and financial management procedures. The audit found that CJC was effective overall in meeting essential award requirements in the areas tested; however, CJC could improve on the efficiency of the subgrantee reimbursement process. The audit recommended that the U.S. Justice Department's Office of Justice Programs (OJP) ensure that CJC determine whether it should revise its policies and procedures to avoid potential disruptions to subgrantee financial operations, while continuing to provide adequate controls to prevent unallowable expenditures. 5 tables and appended description of objectives, scope, and methodology; CJC and OJP responses to the draft report; and the Office of the Inspector General's analysis and summary of actions necessary to close the report
