This Biannual Grantee Feedback Report for April-September 2015 presents grantee-reported performance data on demonstration programs funded under the Federal Second Chance Act (SCA), whose objectives focus on providing services and programs that facilitate the successful reintegration of individuals returning to a community from incarceration.
Abstract
Each SCA demonstration program targets adult offenders who are under State or local custody and are about to return to the community for comprehensive reentry programming. The demonstration programs are designed to meet the multiple challenges facing former inmates upon their return to the community. Data from grantees for the previous reporting period (April-September 2014) indicated that 6,758 new participants (4,453 in pre-release programs and 2,305 in post-release programs) were enrolled. In the current reporting period (April-September 2015), however, this number decreased to 4,017 new participants (2,543 in pre-release programs and 1,474 in post-release programs), a 41-percent decrease. During the first half of FY 2015, 92 percent (814 participants) of all post-release participants who successfully completed the program were classified as either moderate risk or high risk for recidivism. In the second half of FY 2015, the number increased to 94 percent (728 participants). Overall, the completion rates by quarter were 83 percent (pre-release programming) and 65 percent (post-release programming).
