AN EXAMINATION OF THE RECORDS SYSTEM WAS CONDUCTED TO SET UP A PLAN OF ACTION FOR PHASED CHANGE STARTING WITH IMMEDIATE ACTION AND EXTENDING TO AN EVENTUAL CONVERSION TO AN AUTOMATED SYSTEM.
Abstract
DURING THE FIRST PART OF AN ONSITE VISIT, IT WAS DETERMINED THAT THE DEPARTMENT'S RECORDS AND REPORTING SYSTEM WAS INADEQUATE, DID NOT MEET THE DEPARTMENT'S NEEDS, AND WAS NOT COMPATIBLE WITH PLANNED DATA PROCESSING APPLICATIONS. THIS STUDY WAS AS BROAD-BASED AS POSSIBLE, LEAVING IN-DEPTH RECOMMENDATIONS TO BE MADE IN CONJUNCTION WITH THE MOVE TO A NEW POLICE BUILDING AT A LATER DATE. A GENERAL RECOMMENDATION FOR A LONG-RANGE PLAN OF ACTION WAS MADE: THE SERVICES OF A QUALIFIED DATA PROCESSING ORGANIZATION SHOULD BE SECURED AS SOON AS POSSIBLE TO ANALYZE THE FUTURE NEEDS OF THE DEPARTMENTS CONCERNED WITH THE GOAL OF COMBINING THEIR PRESENT RECORDS AND COMMUNICATIONS PROCEDURES INTO A SINGLE NEW PROGRAM THAT WILL BE ADAPTABLE TO DATA PROCESSING AND COMPUTER-AIDED DISPATCH. SPECIFIC RECOMMENDATIONS ARE INCLUDED. COPIES OF FORMS CURRENTLY IN USE BY THE BISMARCK POLICE DEPARTMENT ARE APPENDED.
